Would you like to play a key role in the future direction of the European Union (EU) economy?  The European Commission (EC) is seeking information and novel ideas pertaining to information and communications technology (ICT) enabled growth and jobs in the EU.  This Challenge is about business model innovation and how the EC can help foster this innovation to stimulate growth in ICT-related areas.  Information and ideas gathered in this Challenge will inform near term and future policy and actions by the EC and may impact the EU economy for years to come.

This is an Ideation Challenge with a guaranteed award for at least one submitted solution.

Challenge Overview

The EC adopted the Digital Agenda for Europe (DAE) in 2010 with originally 101 actions to be taken to help Europe’s citizens and businesses get the most out of digital technologies.  The DAE was further refined and refocused in 2012 to drive EU growth further digitally.  It is once again time to update and follow up the DAE with further policy insight and information on ICT-enabled growth and jobs in Europe.  Toward this end, the EC is seeking information and novel ideas pertaining to ICT-enabled growth and jobs.  This Challenge focuses on business model innovation in the EU and how the EC can help foster such innovation through its policies and actions.  A concurrent Challenge focuses on current barriers and critical framework conditions and actions the EC can take to help overcome the barriers and improve the framework conditions. 

About the Seeker

The mission of the European Commission is to promote the general interest of the European Union. Specifically the Directorate General of Communications Networks, Content and Technology (DG CONNECT) of the European Commission helps to harness information and communications technologies in order to create jobs and generate economic growth; to provide better goods and services for all; and to build on the greater empowerment which digital technologies can bring to our lives, now and for future generations. This is an Ideation Challenge, which has the following unique features:

  • There is a guaranteed award.  The awards will be paid to the best submission(s) as solely determined by the Seeker. The total payout will be $5,000, with at least one award being no smaller than $2,000 and no award being smaller than $1,000.
  • A Judging Panel composed of top industry and academic leaders will review the submissions and determine the Winning Solution(s).
  • The Solvers are not required to transfer exclusive intellectual property rights to the Seeker.  Rather, by submitting a proposal, the Solvers grants to the Seeker a royalty-free, perpetual, and non-exclusive license to use any information included in this proposal.
  • All submitted ideas may be made publicly available (at the Seeker’s discretion) in their entirety, to foster open discussion and evaluation of the content generated by the Challenge.

Deadline Extension: Submissions to this Challenge must be received by 11:59 PM Central European Summer Time (5:59 PM US Eastern Daylight Time) on 07-Apr-2014.

All Solvers that submitted a proposal will be notified on the status of their submissions; however, no detailed evaluation of individual submissions will be provided.

Note, whilst the Challenge focuses on the EU, submissions are welcome from all over the world.

  • Submit third party information that they have the right to use and further the authority to convey that right and the right to use and develop derivative works to Seekers
  • Submit information considered in the public domain without any limitations on use

Solvers should not reveal any confidential information in their submissions. Often the Ideation™ Challenge will be followed by one or more of the other three Challenge types to further develop the ideas and gain Intellectual Property protection when the concept has been well-defined.
