​OVERVIEW

The Seeker is launching a global call for breakthrough technologies that can eliminate the need for physical identifiers (OBUs/tags) and traditional ANPR in electronic tolling. Selected Solvers will receive:

i. a financial prize of €7,500;
ii. the opportunity to collaborate directly with the Seeker’s R&D and production teams to bring their ideas to life;
iii. the potential to secure a long-term collaboration contract with the Seeker.

The €7,500 prize may be shared among multiple Solvers if more than one winning solution is selected.

This Challenge seeks technologies—already deployed internationally or emerging—that enable fully digital, secure, interoperable toll collection for vehicles in motion, without relying on hardware in vehicles or ANPR systems.

ABOUT THE SEEKER

The Seeker is a leading European motorway operator responsible for the electronic toll collection of a large and complex road network. Their current system relies on physical onboard units (OBUs/tags) and ANPR mechanisms, which, while effective, generate operational costs, hardware dependency, and limitations in scalability.

THE CHALLENGE

The Seeker aims to completely dematerialize electronic tolling through the adoption of advanced digital solutions that replace physical devices and ANPR with modern, secure, interoperable alternatives. Solutions must maintain or exceed current system accuracy while ensuring operational feasibility, anti-fraud controls, data protection, and compliance with EU regulations.

 

Solution Requirements

Your solution must:

  • Eliminate both OBUs/tags and ANPR for user identification.
  • Ensure near-100% reliability in open-road tolling.
  • Function seamlessly with vehicles in motion.
  • Include strong security, privacy-by-design measures and GDPR compliance.
  • Present a clear and complete technical architecture.
  • Demonstrate maturity through PoCs, pilots, simulations, or deployments.
  • Provide KPIs and SLAs aligned with operational tolling standards.
  • Demonstrate ability to integrate with other systems via API or standardized interfaces.

Solutions based solely on ANPR or lacking validation will not be considered.

 

YOUR SUBMISSION

Please include:

  • Technical architecture and system design.
  • Validation evidence (pilots, PoCs, field data, simulations).
  • A GDPR and security compliance framework.
  • Integration requirements and scalability potential.
  • KPIs and SLAs relevant to tolling.
  • Certifications, lab tests, or external assessments (if available).
  • A deployment roadmap with estimated resources and timeline.
